I actually place this to the far right "Value" side of my BSM Maturity Model.  This is like the holy grail for the bean counters.  We implemented this (w/o any formal product) down to the rack, row, etc. in the datacenter and ultimately could assess the costs per service, server, etc.  This is really just another type of "BI" problem with different data.

For more insight into some other products in this space, check out the IBM Tivoli Usage and Accounting Manager (ITUAM).  I'd be shocked that the core technology is much different, just one is a stand alone product and one a hosted version.
